Lazio has unveiled an ambitious proposal to renovate Stadio Flaminio, presenting a detailed modernization plan for Capitoline Hill. Club president Claudio Lotito emphasized that the project aims to transform the iconic stadium into a state-of-the-art venue by 2028, blending historical preservation with modern amenities.
The revamped Stadio Flaminio will accommodate 50,000 seats, introducing a new limited traffic zone (ZTL) around the stadium named ZTL SS Lazio. The ZTL will be enforced three hours before and after matches to reduce vehicle congestion and encourage fans to use public transportation. The plan anticipates at least 70% of fans arriving via trains, buses, or other eco-friendly means.
The area surrounding Stadio Flaminio presents challenges, including limited parking and protected archaeological sites like the necropolis, Via Flaminia, and nearby mausoleums. These constraints prevent the construction of new parking facilities, but Lazio's proposal integrates innovative solutions to preserve the area’s historical significance while modernizing the venue.
The project’s cost has soared from an initial estimate of €250 million to €392 million (plus VAT). Lazio plans to refine the financial framework through public-private partnerships, possibly creating a dedicated special-purpose vehicle (SPV) to manage the construction without impacting the club's financial statements. The SPV model aligns with the Italian stadium law (legge Stadi) and promotes efficient funding management.
The revamped Stadio Flaminio will meet UEFA category 4 standards, qualifying it to host prestigious international events like the Euro 2032 finals. Beyond football, the stadium will become a year-round hub for concerts, entertainment, and community activities, integrating seamlessly into the Flaminio district's urban and socio-economic landscape.
